1) 실질중립금리 추정에 널리 사용되고 있는 Laubach & Williams(2003) 및 Holston, Laubach & Williams(2017)는 GDP갭(=실제GDP-잠재GDP)과 실질정책금리갭(= 실질정책금리-실질중립 금리)의 관계를 나타내는 IS곡선과 GDP갭과 인플레이션갭(= 실제 인플레이션-인플레이션 목표 치)의 관계를 나타내는 필립스곡선으로 구성된다. 따라서 모형에서 도출되는 실질중립금리는 GDP갭과 인플레이션갭이 0인 상황에서의 실질정책금리가 된다.
2) 중립금리는 실질중립금리와 명목중립금리로 구분할 수 있다. 본고에서는 구분이 반드시 필요한 경우를 제외하고 중립금리로 통칭한다.
3) 2009년 6월에 시작된 금번 경기회복기는 미국 역사상 세 번째로 길게 지속되고 있지만 성장세는 역대 확장기 중 가장 낮은 수준이다. Bernanke(2016)에 따르면 실업률이 자연실업률 수준까지 하락했다는 것은 경제가 이미 잠재성장률 수준의 성장세에 근접하고 있는 만큼 미국의 잠재성장률이 과거에 비해 크게 낮아졌음을 의미하며 중립금리 또한 하락했을 가능성이 있음을 시사한다.
4) 중립금리는 관측가능하지 않기 때문에 모형을 통해 추정해야되는 만큼, 추정에 사용하는 모형에 따라 추정치가 달라질 수 있다.
5) 생산성의 하락 또한 미국에 국한된 현상은 아니다. Adler et al.(2017)에 따르면 전 세계적으로 2000년대 초반부터 생산성이 하락추세에 진입한 것으로 나타났다.
6) 노동생산성은 자본심화(capital deepening, 투자)와 총요소생산성(Total Factor Productivity: TFP)으로 구성된다. 2000년대 중반 이후 노동생산성의 추세적인 하락에는 자본투자 감소보다는 총요소생산성의 하락이 더 큰 영향을 미쳤다는 것이 대체적인 견해이다(Fernald et al., 2016 등). 한편, 고용시장내 유휴 인력(slack)이 크게 줄어든 가운데 임금이 상승할 경우 기업들이 생산성을 제고할 수 있는 기술에 투자할 유인이 커져 총요소생산성 향상으로 이어질 가능성이 있다(Quarles, 2018).

2/(1+5년 만기 위험조정금리) -1로 정의된 다. ‘5년 후 5년’은 Christensen & Rudebusch(2017) 등 선행연구에서 시장이 평가하는 안정 상태 (steady state)에 대한 기대를 도출할 때에도 자주 사용된다.
